sounds fine... don't worry about your grammar...i would suggest you make it less formal though...maybe dear instead of to whom it may concern...sounds serious...and me, being administrative officer at a local university, would throw your cl request to the wayside just by your intro... because i'll be honest, it DOESN'T concern me...hope i helped
