The boy was in a red scarf and I believe was a robot with human emotions(Not Astro). He also had a team who can also do crazy stuff also in red scarfs and robots. I think the setting of this anime or cartoon is in a city advanced in technology. I have been thinking and searching for this anime on and off for over 3 years now and I would really like to know the name, very annoying.
