Fallout New Vegas "An Ear to the Ground"?

Some Legion soldiers might not spawn ears, I'm not sure. This happened to me sometimes too. The fact that you told him you didn't want to do it right then also might have caused the event not to trigger that causes legion soldiers to have ears on their corpses when they die. Did you try going back to ton and telling him that you do want to do it now?
