If Bush is dumb then what does that make Kerry and Gore?

We all know Bush is dumb because my liberal friend who is unemployed told me. However, if Bush is dumb and won two elections, what does that make Gore and Kerry? Forrest Gump on crack? We all know that Bush "stole" the 2000 election but wouldn't you have to be "smart" to "steal" an election? Then again, you could be a complete moron and lose your own state. What do you think?
