Should I get another dog?

I have 2 dogs, and i LOVE them. Cindy, She is a beagle terrier mix. And Toby, a black Chihuahua mix. I want them to live inside my house. But they have to live in the back yard. I live in a very hot place, but they cant be inside. Its because they shed. My mom dosent want any hair inside. So it made me very sad.Then I was thinking,about getting a dog that dosent shed that much. So it will live inside and wont shed. But iv'e been with my dog Cindy for 6 whole years. I'll never let her go. I only had toby for 2 years, but still. I love him too. So if I get a new dog, I will be more interested in the dog. Then Cindy and Toby. So I need good advice about If I should get another dog, or not. (Personal experience please:)
